Halbert Brown, Jr., a retired United States Navy Veteran, is the Executive Director at Heartland National Tuberculosis (TB) Center, where he supervises a nursing staff, training department, and administrative corps. As a unit, the staff provides national TB medical consultation, expert TB education, and product development of tools used to combat TB disease and infection.
Previously, Mr. Brown Co-founded and was the Executive Director and Chief Financial Officer for Universal Nursing Services, LLC. For 15 years, he managed a home health care company employing 58 healthcare professionals in Bexar and surrounding counties. Universal Nursing Services provided services in nursing, therapy and social services in their clients’ homes. Their target market for reimbursements is Medicare, Medicaid Health Maintenance Organizations (HMOs), private insurances companies and private duty nursing clients throughout the area.
Hal was sought out to be the Instructor for the U. S. Small Business Business Initiative, Emerging Leaders, where he facilitates a six-month StreetWise Steps MBA program for 16 business owners seeking to take their businesses to the next level in the next three-years. He facilitated participant learning by assisting with strategic growth goal-setting, conducting financial analyses, Identifying target customer base and access to human and financial capital for the Participants.
Hal is productive member of his community. A charter member, Past President and Secretary of the Rising Toastmasters Club, he improved communication and leadership skills in the program, which was started at University of Phoenix in San Antonio. Formerly the Chairman of the Board for People’s Choice Federal Credit Union, and President and Business Mentor for San Antonio SCORE Chapter 164, he understands the value of business and financial education. These positions allowed him to exercise his passion for helping other business professionals, for which he was recognized as the Minority Enterprise Development (MED-Week) Minority Advocate of the Year.
Mr. Brown enjoys family time, and he and his wife, Shannon enjoy working hard, travelling in the U.S. and abroad, and playing golf. The also enjoy spending time with their two children and three grandchildren.
