Biography

RUDOLPH “RUDY” ROSEN, Ph.D., is an Instructional Professor and Director of the Texas A&M University Institute for Water Resources Science and Technology in San Antonio. He is also a Fellow of The Meadows Center for Water and the Environment at Texas State University, and a former Research Associate of the Harte Research Institute for Gulf of Mexico Studies at Texas A&M University in Corpus Christi. He is a Certified Fisheries Scientist and Fellow of the American Institute of Fisheries Research Biologists.

Dr. Rosen has served as Director of Wildlife, Fisheries, and Coastal Resources for Texas Parks and Wildlife Department and Director of the Oregon Department of Fish and Wildlife, where he served two governors as a member of their cabinet for the environment. He also has served in top international, national, and regional executive leadership positions in three of the nation’s largest science-based wildlife conservation and advocacy organizations: National Wildlife Federation, Safari Club International/Safari Club International Foundation, and Ducks Unlimited. While working for Ducks Unlimited he was responsible for operations in Western States and workgroups conducting some of the largest coastal and freshwater wetlands and wildlife habitat restoration and management projects ever attempted on the Pacific Coast and the western states. This work included extensive wetlands restoration, lands management and protection, and water quality work in western lands, including in California’s Central Valley. He also managed a program conducting wildlife habitat/landforms inventory in northern climates. That work included classifying ecological lands in up to 30 million acres per year in the boreal forests of Canada and Alaska. Overall work involved managing over 2,000 grants and contracts annually, constituting $130 million in water resource funding raised for 400-500 state-federal-private collaborative projects

He has served on over 130 national and international boards, commissions and committees on conservation of wildlife, marine and inland fisheries, and water resources, and has written over 500 articles, presentations, blogs, and expert testimony to the US Congress and state legislatures on wildlife, fisheries, wildlife lands, and water resources conservation science and policy.  For over a decade Dr. Rosen wrote a regular column on science and policy for the national fishing magazine, The In-Fisherman. He has authored two peer-reviewed textbooks published by the Texas A&M University Press on conservation, including the water education textbook for middle, high school, and university students, Texas Aquatic Science and Money for the Cause, a comprehensive textbook on raising funds for the environment,

Dr. Rosen has served as President of the Southeastern Association of Fish and Wildlife Agencies, Chaired the Executive Committee of the International Association of Fish and Wildlife Agencies, and has been appointed to federal and state boards, commissions, and advisory committees for wildlife and marine and freshwater fisheries on all three U.S. coasts.

Since 2011, he has managed a joint project between the Harte Research Institute, Meadows Center, and Texas Parks and Wildlife called Texas Aquatic Science (TAS). TAS is focused on helping students of today become engaged water savvy citizens of tomorrow through teacher training, instructional materials development, research, and experiential education enhanced with today’s newest mobile and interactive technologies. The project developed the Texas Aquatic Science curriculum, a comprehensive educational pathway for water and aquatic sciences for students from middle and high school through college. He recently served as a Steering Committee member and Co-PI of a National Science Foundation Research Coordination Network on Climate, Energy, Environment and Engagement in Semiarid Regions, has been a member of the Texas Center for Climate Studies, and has served on EPA and Department of Interior Public Advisory Committees on various wildlife, fisheries, and water resource matters. He currently serves as a CO-PI on a National Science Foundation funded project on, "Decision Support for Water Stressed Food-Energy-Water Nexus Decisions."
